Short answer

Open the passport appointment service of the Civil Registration Directorate on e-Government Gateway (turkiye.gov.tr). The appointment step calculates the current fee and booklet cost for your chosen passport type and validity. Pay via the Interactive Tax Office, a bank app or PTT, then take the receipt to your appointment.

What you need

e-Government Gateway password, or mobile signature, e-signature or internet banking login
Turkish ID card (chipped) and your old passport if still valid
Recent biometric-standard passport photo
Receipt or payment reference number for the fee and booklet cost
For minors: parent or guardian ID and custody document if applicable

Step by step

01

Verify the current tariff at the source

Check the Fees Act general communique under the "Mevzuat" and "Duyurular" sections of the Revenue Administration site at gib.gov.tr, then the "Pasaport" heading on the Civil Registration Directorate site at nvi.gov.tr. Trust only these two official pages, not hearsay or figures quoted in news articles.

02

Choose the passport type and validity

For an ordinary (burgundy) passport the amount depends on the validity period you select; special and service passports fall under different line items. Pick the period that matches your travel plans, because the tariff rises in tiers and the validity cannot be extended later.

03

Book the appointment on e-Government

Search "Pasaport Randevusu" on turkiye.gov.tr, open the Civil Registration Directorate service and use "Yeni Randevu" to pick your province, district and registry office. The appointment summary lists the fee, the valuable paper (booklet) cost and any courier charge on separate lines. Note the amounts before closing that screen.

04

Check exemptions and discounts

Students, people with disabilities, relatives of fallen soldiers, veterans and some public officials may qualify for a fee exemption or reduction. Tick your status in the applicant details on the appointment screen and bring the supporting document. If the system recognises the exemption, the amount due updates automatically.

05

Pay the fee and booklet cost

In the Interactive Tax Office use "Ödemeler" then "Belge/Harç Ödeme". Alternatively pay from your bank's mobile app under "Ödemeler" via "Vergi ve Harç Ödeme" or "Kurum Ödemeleri", or at a PTT branch. Always pay using the applicant's Turkish ID number and keep the receipt.

06

Attend the appointment with your documents

Arrive at the registry office before your slot and hand over your ID, photo, payment receipt and old passport if you have one. The officer takes your fingerprints and signature sample and asks you to approve the application form on screen. Confirm your address and delivery preference here.

07

Track printing and delivery

Follow the stage through the "Pasaport Başvuru Durumu Sorgulama" service on e-Government Gateway, and once it ships, track the parcel with the PTT Kargo tracking number. If nobody is at the delivery address, the parcel is left at the nearest PTT branch, so carry your ID when collecting it.

Tips

Screenshot the amount shown on the appointment screen before you pay; it is your clearest evidence in a dispute or underpayment case.
Pay before the day of your appointment, since some bank payments can take hours to register in the system.
Each family member needs a separate appointment and a separate payment; one receipt cannot cover several people.
Bring your old passport so it can be cancelled; not handing it in can put the application on hold.
If your appointment moves to a later date during a tariff change, recheck the amount on screen before paying.

Watch out

The most common mistake is paying the old tariff amount and turning up anyway. With an underpaid fee the passport is not sent to printing, and you may have to pay the difference and rebook. Recovering an overpayment is a separate refund process requiring a written petition to the tax office.

Frequently asked questions

+I paid the fee but missed my appointment. Is the money lost?

No. The paid fee stays registered to your ID number and can be used at a new appointment. If you no longer need it, you can request a refund with a petition to your tax office.

+Are the passport fee and the booklet cost the same thing?

No. The fee is a tax item under the Fees Act, while the valuable paper cost covers printing the passport booklet. They are collected as separate lines and both can change in a tariff update.

+Can someone else pay on my behalf?

Yes, as long as the payment is recorded against the applicant's Turkish ID number. Check that the ID number on the receipt is correct.

+I am a student. Is the discount applied automatically?

When you tick student status on the appointment screen, the system usually verifies it through e-Government. If verification fails, bring your student certificate to the appointment.

+Where can I find the most reliable amount?

The payment summary shown at the e-Government passport appointment step is the most current source. You can also confirm by phone through the state helpline or at the registry office information desk.
