How do you apply for a Turkish green passport?
Which posts and retiree groups qualify for the special-stamped green passport, and how to finish the application at a civil registry office.

Short answer
Green (special-stamped) passports go to public officials in the posts and grades listed in the Passport Law, retirees from those posts, MPs and some other groups. First get a passport request letter from your institution's HR unit, then book a civil registry appointment through e-Devlet or ALO 199 and apply with the letter, your ID and a biometric photo.

Check your eligibility
Green passport entitlement depends on the post, duty and grade listed in the Passport Law. If you are working, ask your institution's personnel or human resources unit; if you are retired, ask the institution you retired from. Use the same contact to confirm whether your spouse and dependent children also qualify.
Get the request letter from your institution
Ask the personnel unit for the "special-stamped passport request form", called a "passport request letter" at some institutions. Without it the civil registry office cannot open a green passport application. Check that the letter shows your name, post and grade, plus every family member you are applying for.
Have a biometric photo taken
Get a biometric photo that meets passport standards: plain background, full face visible. Tell the photographer it is "biometric, for a passport". Babies and small children need their own separate photos.
Book the appointment on e-Devlet
Sign in at turkiye.gov.tr, type "Pasaport Randevusu" in the search box and open the service run by the Directorate General of Civil Registration and Citizenship. As you move through the steps, select the special-stamped passport type, pick your province and registry office, then confirm a time slot. You can also book by calling ALO 199.
Pay the booklet fee
No passport duty is charged for a special-stamped passport, but you do pay the passport booklet fee. Pay it in the e-Devlet payment step, at a tax office or at a partner bank. Bring the receipt or payment reference to your appointment.
Complete the application at the registry office
Arrive at your appointment time with your ID card, institution letter, photo and proof of payment. The officer takes your fingerprints and signature sample, then shows your details on screen for approval. Check the address and delivery details; the passport is shipped to you by PTT courier.
Track delivery and check the passport
Follow the shipment on the PTT tracking page or through the "Pasaport Başvuru Durumu" service on e-Devlet. When the passport arrives, read the name, surname, date of birth and passport type lines. If anything is wrong, go back to the registry office where you applied right away.

Watch out
The most common mistake is booking an appointment and showing up without confirming eligibility with your institution. Without the request letter, or if your grade does not qualify, the application cannot be opened as special-stamped and the appointment is wasted. Your institution and the civil registry office are the only binding sources for eligibility and current amounts.
