Identify which scholarships you qualify for

Read each institution's "Announcements" or "Application Requirements" page and note the ones you meet. You can apply to several at once, though some cannot be received together.
Prepare your e-Devlet login and documents
Sign in at turkiye.gov.tr with your e-Devlet password, mobile signature, or internet banking. Download the barcoded documents from the "Student Certificate Inquiry" and "Civil Registry Copy Inquiry" services on the same site. Keep everything as PDFs in one folder, since forms usually require file uploads.
Complete the student loan and KYK scholarship form
On e-Devlet, search for "Student Loan and Dormitory Application" and open the Ministry of Youth and Sports service. After choosing the application type, enter your identity, education, family, and income details in order, continuing with "Save and Proceed". On the final screen, select "Complete Application" and keep the application number that appears.
Apply for the General Directorate of Foundations scholarship
Search e-Devlet for the General Directorate of Foundations higher education scholarship service and fill in your education and income details. If the system pulls your identity and enrollment data automatically, only fill the missing fields. Take a screenshot of the application summary on the confirmation screen.
Apply to foundations and associations one by one
Use the "Scholarship Application" or "Online Application" link on the websites of TEV, the Turkish Education Association, professional chambers, and local foundations. Create an account, fill the form, upload the requested documents, and finish with "Submit Application". Some foundations also ask for a signed printout by post or email, so check the announcement.
Use your university's own scholarship screen
Log in to your university's Student Information System (OBS/OBIS) and open the "Applications" or "Scholarship/Aid Application" menu. Merit scholarships, meal support, and part-time student work applications are listed there. Also follow the Health, Culture and Sports Department announcement page, since some support is only published there.
Track results and fix missing items
You can see the status of e-Devlet applications under "My Applications" on the same service screen. Foundation results usually arrive by email or SMS, and you may be invited to an interview. If you get a missing document notice, upload the file within the given period or your application will not be evaluated.
Finish account and undertaking steps after approval
If your loan or scholarship is approved, open an account at the required bank and enter your IBAN into the system. For student loans, the undertaking (taahhutname) can be handled through e-Devlet or at a notary; follow the prompt on the service screen. Once payments start, report any change in your enrollment status to the institution.

A student loan must be repaid while a scholarship does not, so confusing the two and picking the wrong type creates debt after graduation. Declaring false income or family details can also lead to cancellation and repayment of the amount received with interest.
