How do I pay the second property tax instalment?

How to pay the second property tax instalment through the municipality's site, e-Belediye, e-Devlet, a bank or a municipal cash desk.

Short answer

Pay the second instalment to the district municipality where the property sits: use the municipality's own online payment page, e-belediye.gov.tr, the municipality service on e-Devlet (turkiye.gov.tr), your bank's internet or mobile branch, or a municipal cash desk. If you don't know your property tax registry number, most municipalities let you search with your national ID number.

Identify the right municipality

Property tax goes to the district municipality where the property is located, not to the metropolitan municipality. If you are unsure which district the address falls into, check the neighbourhood name on your title deed against the district municipality's address lookup. If you own property in more than one location, each one needs a separate payment.

Find your registry number

Note the "Property Tax Registry No" field from an earlier payment receipt, your property declaration form, or a notice sent by the municipality. If you don't have it, most municipal lookup screens offer a "Search by National ID" option. Failing that, the Property and Expropriation Directorate or the municipality's call centre can give you the number.

Open the municipality's online collection screen

Municipal websites usually carry a heading such as "E-Municipality", "Online Services" or "Debt Inquiry and Payment". Go in, pick "Property Tax" as the type, enter your ID or registry number and the verification code. The list that opens shows each instalment, plus any late-payment interest, on separate lines.

Use e-Belediye or e-Devlet instead

If your municipality has no payment system of its own, log in to e-belediye.gov.tr with your e-Devlet password and choose your province and municipality under "Debt Payment". You can also type your municipality's name into the search box on turkiye.gov.tr to reach its payment service. On the same screen, tick property tax as the tax type.

Select the second instalment and pay

Tick only the second instalment line; selecting everything pulls any older debt into the basket as well. Enter your card details and confirm the SMS code on the 3D Secure screen. At the end you should see a "payment successful" message and a reference number.

Use a bank or cash desk if you can't pay online

In internet banking, go to "Payments" and then "Tax and Municipality Payments", pick your municipality and pay with your registry number. Where the municipality has no bank agreement, pay in cash or by card at the municipal cash desk, a collection point in a service building, or a PTT branch if one is set up. Take your ID with you.

Get the receipt and confirm the debt is cleared

Download the on-screen receipt as a PDF or keep the cash desk slip. One business day later, run the debt inquiry again on the same screen and check that the balance shows zero. If it still appears, contact the municipality's call centre with the reference number.

If you are a tenant, the property tax is not yours to pay; the registered owner is liable.
If you bought the property during the year, your registry number is created once your declaration is filed, so check the declaration status if the inquiry returns nothing.
The environmental cleaning tax may be listed on the same screen, so read the line description to avoid mixing the two.
Keep receipts in a digital folder; title deed, mortgage and sale transactions often require proof of no outstanding debt.

Watch out

Payments made after the instalment deadline accrue late-payment interest, and unpaid amounts can build up into formal collection proceedings. A payment made to the wrong municipality, or against someone else's registry number, does not clear your debt; you have to file a separate written request with the municipality for a refund or correction.

+Can I pay the second instalment to a different district municipality?

+Can I split the payment into credit card instalments?

Some municipalities offer instalments through partner banks and others don't. If no instalment option appears on the payment screen, it is a single charge or a cash desk payment.

+What if I never paid the first instalment?

The unpaid instalment appears as a separate line on the inquiry screen together with late-payment interest. You can tick both lines and settle them in one transaction.

+I paid but the debt is still showing. What should I do?

Reconciliation between the bank and the municipality usually takes one business day. If it is still showing after that, contact the municipality's call centre with the reference number on your receipt.
