Pin down the new address details
Write down the province, district, neighbourhood or village, street, building, and apartment (bağımsız bölüm) number of your new home. The address code printed on an electricity or water bill makes list selection much easier. Picking the wrong apartment unit is the most common mistake, so check the door number at the building entrance.
Open the service on e-Devlet
Go to turkiye.gov.tr and complete identity verification with "Giriş Yap". Type "Adres Değişikliği Bildirimi" into the search box at the top and choose the service listed under the Directorate General of Civil Registration and Citizenship Affairs. On the service page, click "Yeni Başvuru" to open the form.
Choose the declaration type and people
On the form, tick either "Kendi Adıma" for yourself or the bulk option for family members. In a family declaration, select the spouse and children who are moving with you; anyone moving to a different address needs a separate notification. Leave out people who will stay at the old address.
Select the address from the National Address Database
Use the dropdown lists to pick province, district, neighbourhood, street, building, and apartment unit in order, or type the address code straight into the search field if you have it. Read the "Beyan Edilecek Adres" summary on screen and confirm the building and flat details are correct.
Verify your link to the property
The system checks the land registry record; if you are the owner, you can continue without extra documents. Renters may need to enter lease agreement details or get the owner's approval. If verification fails, the service redirects you to a civil registry office.
Book a civil registry appointment if needed
Use the "Nüfus Müdürlüğü Randevusu" service on e-Devlet or randevu.nvi.gov.tr to pick a day at your district office. Bring your ID card, plus your lease agreement if you rent. Neighbourhood muhtar offices and PTT branches can also take address declarations, so ask about the closest option.
Submit the declaration and get the document
Send the form with "Onayla" and read the result on screen. Then download the barcoded certificate from the "Yerleşim Yeri ve Diğer Adres Belgesi Sorgulama" service to confirm the new address is recorded. Keep the document for use in applications to other institutions.
Update address-linked records
Check with "Seçmen Bilgisi Sorgulama" on e-Devlet that your polling record has moved to the new address. You still need to update your address separately for vehicle registration, the tax office, banks, insurance, school enrolment, and delivery preferences, since the civil registry declaration does not flow through to them automatically.
