How do you get a Turkish criminal record certificate?

Query your criminal record on e-Devlet and generate the barcoded certificate yourself, step by step.

Short answer

Sign in at turkiye.gov.tr, type "adli sicil" in the search box and open the Criminal Record Inquiry service under the Ministry of Justice. Pick the reason for the certificate and the institution you will hand it to, press Sorgula, then generate the barcoded document and download it as a PDF. If you cannot sign in, apply in person with your ID at the Criminal Records Office in any courthouse.

Step by step

Sign in to e-Devlet

Open turkiye.gov.tr and click "Giriş Yap" at the top right. On the identity verification screen choose one of the options: e-Devlet Şifresi, T.C. Kimlik Kartı, Mobil İmza, e-İmza or İnternet Bankacılığı. If you have no password, collect one from any PTT branch with your ID.

Find the service through search

In the "Aradığınız hizmeti veya kurumu yazın" box at the top of the page, type "adli sicil". From the results, select "Adli Sicil Kaydı Sorgulama" listed under Ministry of Justice, Directorate General of Criminal Records and Statistics. This way the document comes straight from the issuing authority.

Choose the reason and the institution

On the form, mark why the document is being issued and which institution or authority will receive it. The public institution, private institution and personal use options produce documents with different content. If archive records are requested, also select the "Adli Sicil Arşiv Kaydı" option.

Run the query and check the result

Press "Sorgula". If you have no record, the screen shows a statement that no criminal record exists; if you do, court and judgment details appear. Confirm that the name, surname and ID number fields belong to you before moving on.

Generate and download the barcoded document

Use the "Belge Oluştur" or "Barkodlu Belge Oluştur" link on the result screen and download the PDF file. The barcode number on the document lets the receiving institution confirm it through the "Belge Doğrulama" service on e-Devlet.

Deliver the document

Send the barcoded PDF by email or upload it to the institution's application system, and print it where a paper copy is required. If you lose the file, find it again under "Belgelerim" on e-Devlet or simply run the service once more.

Use the offline route if needed

If login fails, go to the Criminal Records Office (Adli Sicil Şefliği) at a courthouse or the authorised district governor's unit with your ID and request the certificate there. If you are abroad, apply to a Turkish consulate instead.

Tips

A criminal record and a criminal record archive entry are not the same thing; if the institution asks for the archive entry too, tick that option separately on the form.
Documents used abroad usually need an apostille and a sworn translation; apply to the provincial or district governor's office for the apostille.
To obtain the certificate on someone else's behalf you need a notarised power of attorney or proof of custody or guardianship.
Note the barcode number after downloading; many institutions verify with that number rather than the paper copy.

Watch out

The most common mistakes are taking the document for personal use and handing it to a public institution, or getting only the criminal record when the archive entry was requested. Both get rejected. Screenshots are not accepted either; you need the barcoded, verifiable output.

+Is the criminal record certificate free?

No fee is foreseen for the barcoded document obtained through e-Devlet. Confirm the current situation, and any payment for in-person requests, with the Directorate General of Criminal Records and Statistics.

+How long is the document valid?

The issue details are printed on the document and each institution sets its own acceptance window. Ask the institution you are applying to and, if needed, regenerate the document right before the transaction.

+If I have a record, how do I ask for it to be deleted?

Deleting a criminal record or moving it to the archive depends on completion of the sentence, and the request goes to the competent chief public prosecutor's office or court. Deletion cannot be done through e-Devlet.

+I have no e-Devlet password, what should I do?

Go to a PTT branch with your ID to get an e-Devlet password, or request the document in person at the Criminal Records Office in a courthouse.

+Can a foreign national obtain this document?

Foreign nationals with a record in Türkiye normally apply to the Directorate General of Criminal Records and Statistics or to a criminal records office. Check with the office which documents are required.
