How do you get a Turkish residence certificate?
Steps for downloading the barcoded address registration document from e-Devlet or collecting it at a civil registry office.
Short answer
The fastest route is to log in to the e-Devlet portal and type "Yerlesim Yeri ve Diger Adres Belgesi Sorgulama" in the search box. Open the service, pick the document type, press "Sorgula" and download or print the QR-coded PDF. Institutions accept it as equal to a wet-signed copy. Without e-Devlet access, you can get it at a civil registry office with your ID.

Log in to e-Devlet
Open turkiye.gov.tr and tap the "Giris Yap" button at the top right. On the screen that opens, choose one of the e-Devlet Sifresi, T.C. Kimlik Karti, Mobil Imza, e-Imza or Internet Bankaciligi options. If you have no password, you can pick up a password envelope at a PTT branch.
Search for the service
Type "Yerlesim Yeri ve Diger Adres Belgesi Sorgulama" in the search box at the top and tap the result. The service is listed under the Directorate General of Civil Registration and Citizenship Affairs. You can also reach it through the "Kurumlar" menu by selecting that directorate.
Choose the document type
The address you have declared as your place of residence appears on screen. Tick the type that matches your intended use; for a document issued to an institution you must select that institution from the list. Some bodies want the address only, others also require family details.
Query and download the document
Press "Sorgula" and the document is generated on screen with a QR code and barcode number. Save the PDF using "Indir" or "Yazdir". Sharing the PDF as it is works at most institutions, because it can be verified through the barcode.
Have the document verified
If the receiving institution has doubts, it can check the barcode number through the "Belge Dogrulama" service on e-Devlet. Scanning the QR code with a phone camera opens the same verification page. This is the easiest way to prove the document is genuine.
Visit the civil registry office if needed
If a wet-signed copy is requested or you have no e-Devlet access, go to the civil registry office of your district. Booking a slot through the "Randevu Al" service on e-Devlet before you go shortens the wait. Handing your ID to the clerk is enough.
Update the address if it is wrong
If the document shows an old or incorrect address, you need to change your address record first. File the move notification through the "Adres Degisikligi Bildirimi" service on e-Devlet or at the civil registry office. Regenerate the document once the address is updated.

Be careful when sharing the document with third parties: it carries your full address and identity details, and anyone who scans the QR code can see its contents. Administrative penalties can also apply if your declared address does not match where you actually live.
