How do you apply for unemployment benefit in Turkey?

A step-by-step route to filing an unemployment benefit claim with İŞKUR through e-Devlet after your job ends.

Evdeki çalışma masasında dizüstü bilgisayarla resmi başvuru yapan kişi; masada kimlik, dosya ve not defteri duruyor.

Short answer

Log in to the e-Devlet Kapısı portal, search for the İŞKUR unemployment benefit application service, confirm your identity and contact details, check that your employment termination data is correct, and submit. Track the outcome under "Başvurularım" (My Applications) and by SMS. Without internet access you can apply in person at the nearest İŞKUR Service Centre.

What you need

An e-Devlet password, or mobile signature, e-signature, or internet banking login
Turkish ID number and a valid identity document
Termination notice details, filed with the SGK by your employer
IBAN of a bank account opened in your name
A working mobile number and email address

Step by step

01

Verify the termination notice

Before applying, make sure your employer filed the "İşten Ayrılış Bildirgesi" (termination notice) with the SGK. The exit code on that notice is the main piece of data deciding whether you qualify for benefit. Use the "4A Hizmet Dökümü" service on e-Devlet to see whether your exit has been recorded.

02

Log in to e-Devlet Kapısı

Go to turkiye.gov.tr and click "Giriş Yap" (Log in) at the top right. Choose one of the options: "e-Devlet Şifresi", "Mobil İmza", "e-İmza", "T.C. Kimlik Kartı", or "İnternet Bankacılığı". If you have no password yet, collect one from a PTT branch with your ID.

03

Find the benefit service

Type "İşsizlik Ödeneği Başvurusu" into the search box at the top and pick the service listed under Türkiye İş Kurumu (İŞKUR). You can also open the "Kurumlar" menu, go to the Türkiye İş Kurumu page, and continue from its service list. The screen that opens summarises the eligibility conditions.

04

Confirm identity and contact details

The system fills in your identity data automatically, so review and update the address, mobile number, and email fields. İŞKUR sends its notices to that number by SMS, which is why accuracy matters here. Missing details can leave the application on hold.

05

Enter your job-seeking record

Fill in the requested occupation, education level, and the province where you want to work. This information also creates or refreshes your İŞKUR job-seeker registration and keeps it active. The benefit claim depends on being registered as an active job seeker.

06

Submit and track the claim

Read the summary on the confirmation screen, then press "Başvuruyu Tamamla" or "Onayla". Note the application number that appears afterwards, or save a screenshot of it. Follow the outcome under "Başvurularım" on e-Devlet or through esube.iskur.gov.tr.

07

Contact İŞKUR about the result

If the claim is approved, payments land in your bank account; if it is rejected, the reason shows on the application screen. When the exit code is wrong, ask your employer to correct it and inform the İŞKUR Service Centre. You can also check your status on the ALO 170 line.

Tips

Apply promptly after your job ends, since delays can cost you entitlement or reduce the amount paid.
Attend the job interviews and courses İŞKUR refers you to; skipping them can end your benefit payments.
Sign in to esube.iskur.gov.tr with your e-Devlet password and keep your contact details current under "Özlük Bilgilerim".
Tell İŞKUR when you start a new job. The system sees SGK data, but notifying them prevents incorrect payments.
With no internet access, take your ID to the nearest İŞKUR Service Centre and apply in person.

Watch out

The most common problem is an exit code on the termination notice that does not match the real reason for leaving. An exit reported as resignation leads to rejection. If you believe the code is wrong, ask your employer to correct it, and if that fails, file an objection with İŞKUR and the SGK.

Frequently asked questions

+I resigned voluntarily. Can I still get unemployment benefit?

As a rule, people who leave a job of their own accord are not eligible. Exceptions exist, such as termination for just cause, so ask an İŞKUR Service Centre whether your situation falls within them.

+Where can I see the result of my application?

Check the "Başvurularım" screen on e-Devlet or your personal page at esube.iskur.gov.tr. İŞKUR also sends an SMS notification to your registered mobile number.

+Which account does the payment go into?

Payment is made to an account opened in your name at a bank İŞKUR works with. The account details are recorded during or after the application, so confirm the specifics with İŞKUR.

+Do I keep health coverage while receiving benefit?

During the benefit period your general health insurance contributions are paid by the institution, so you can continue using health services. Verify the scope with the SGK.

+My application was rejected. Can I appeal?

Yes. Read the rejection reason on the application screen and file a written objection with an İŞKUR Service Centre. For exit-code rejections, asking the employer for a correction first is usually faster.
