How do you renew a passport in Turkey?
Book an appointment, pay both passport fees, and give your biometric photo and fingerprints to get a new passport.
Short answer
Book a slot through the "Pasaport Randevusu" service on e-Devlet or by calling Alo 199. Pay both the passport fee and the booklet fee at a tax office, a partner bank, or the e-Devlet payment screen. On the appointment day, bring your ID card, photo and payment receipt, give your fingerprints and signature, and hand in the old passport. The new one arrives by PTT courier.

Book the appointment
Log in to e-Devlet, type "Pasaport Randevusu" in the search box and pick the service run by the Directorate General of Civil Registration and Citizenship Affairs. Choose your province, district and office, then confirm an available date and time. If you have no internet access, the same appointment can be booked through the Alo 199 call centre.
Pay the fee and booklet cost
The passport fee and the passport booklet cost are two separate items, and you must pay both. You can pay at tax office cash desks, at branches or online banking of partner banks, or through the payment step on e-Devlet. Keep the receipt or the transaction number, because the officer will ask for it.
Get the biometric photo
Tell the photographer you need a biometric photo for a passport: plain white background, face fully visible with a neutral expression. Glare on eyeglasses, hair covering the face, or headwear that hides facial features will be rejected. Some offices take the photo on site, so read the note on your appointment confirmation.
Gather every document
Put your ID card, old passport, photo and payment proof in one folder so nothing is missing at the counter. Students may add a student certificate and employees an employer letter if required. For a child's passport, parental consent and guardianship papers are requested.
Go to the office on the day
Arrive at the Civil Registration Office slightly before your appointment time and take a queue number at the entrance. At the counter you give your fingerprints and signature sample, then check and sign the application form. Your old passport is handed in here so it can be cancelled.
Track the delivery
Once the application is complete you receive tracking details, and the passport is sent by PTT courier to the address on file. You can follow the status through "Pasaport Başvuru Takibi" on e-Devlet or on the PTT tracking page. If nobody is home, the parcel waits at the nearest PTT branch.

Watch out
The most common mistake is paying only one of the two charges, which leaves the application unfinished on the appointment day. When paying, select the correct passport type (ordinary, special, service); a payment made for the wrong type is not accepted and the refund process takes a long time.
Frequently asked questions
+Can I renew before my passport expires?
Yes, you can apply before the expiry date. The old passport is cancelled during the application and any remaining validity is not carried over to the new one.
+Can I go without an appointment?
As a rule an appointment is required. Offices may make exceptions for emergencies such as a death or serious illness, so call Alo 199 in advance to explain your situation.
+Who must attend for a child's passport?
Applicants under 18 need parental consent, and the child must be present at the application together with at least one parent or guardian.
+Is the passport delivered to my address or collected in person?
It is delivered by PTT courier to the address you declared in the application. If you are not there, the parcel is held at the nearest PTT branch.
+Can I keep my old passport?
Usually yes. After cancellation the passport is marked to show it is invalid and handed back to you on request.
