How do you get a residence certificate for a child?
Getting a place-of-residence certificate for a minor in your custody through e-Devlet or a civil registry office.

Short answer
Sign in at turkiye.gov.tr, open the "Yerleşim Yeri ve Diğer Adres Belgesi Sorgulama" service, pick the child in your custody from the person selection field, enter the institution the document is for, and download the barcoded PDF. If the child is not listed, book an appointment at randevu.nvi.gov.tr and apply in person at the civil registry office.

Sign in to e-Devlet
Open turkiye.gov.tr and click "Giriş Yap" at the top right. On the verification screen choose one of the tabs: e-Devlet Şifresi, Mobil İmza, e-İmza, T.C. Kimlik Kartı or İnternet Bankacılığı. The transaction has to run through the parent's account, since a minor does not hold their own account.
Open the address certificate service
Type "Yerleşim Yeri ve Diğer Adres Belgesi Sorgulama" in the search box at the top and click the result belonging to the General Directorate of Civil Registration and Citizenship Affairs. The service page shows either "Kimliğimi Doğrula ve Devam Et" or the query form directly.
Issue the document in the child's name
In the person selection field the children under your custody are listed next to your own name; tick the child you need the certificate for. Fill in the "Belgenin verileceği yer/kurum" field on the same screen, because the document is produced for that specific institution and may be questioned elsewhere.
Generate and download the barcoded document
Continue with "Sorgula" or "Devam Et" and review the summary screen. If the name, surname, ID number and address lines are correct, save the PDF with "Belge Oluştur" or "İndir". You can also print it straight from the same screen.
Verify the barcode
Enter the barcode number printed on the document into the "Belge Doğrulama" field on the turkiye.gov.tr homepage and check that the record displays. This confirms the certificate is valid before you hand it over to an institution.
Book an appointment if the child is not listed
If the child does not appear in the list or the custody record is out of date in the system, go to randevu.nvi.gov.tr and follow the "Randevu Al" step. Select province, district and registry office, then pick the transaction type covering address and document requests and confirm a time slot.
Complete the application at the registry office
Bring your own ID and, if relevant, the custody or guardianship document at your appointment time. Tell the officer you need a residence certificate in the child's name; it will be issued to you either wet-signed or barcoded.

Watch out
Do not submit a residence certificate issued in your own name in place of the child's document. Institutions require the child's Turkish ID number to appear on the certificate, and an incomplete document can get your application rejected. If the custody record is not current in the system, the child option will not show up on e-Devlet and you will need to visit a civil registry office.

For a minor, the document is requested by the parent or guardian holding custody. It cannot be issued through the child's own e-Devlet account.
+Is there a fee for the document?
No payment step appears on screen for a residence certificate obtained through e-Devlet. For a registry office application, ask the officer about the current practice.
+Can a grandparent or relative get the document?
People without custody or guardianship rights cannot obtain a certificate for a child. With a power of attorney or a court decision, the application must be made at the civil registry office.
+How long does the certificate stay valid?
The requesting institution sets the validity period, and most want a recently dated document. Confirm the acceptance conditions with the institution you are applying to.
+What should I do if the address on the document is wrong?
Before submitting it, declare the correct address at the civil registry office and have the record fixed. Once the record is updated, generate the document again.
