How do you move electricity and water accounts to a new address?
The order, paperwork and online steps for closing utilities at your old address and opening them at the new one.

Short answer
Accounts are not really moved: you close (vacate) the old address and sign a new contract at the new one. Use the "Subscription Transactions" section on your regional electricity retailer's site and the "Customer Transactions" section on your water utility's site. Have your ID, title deed or lease, earthquake insurance policy, meter readings and an IBAN for the deposit refund ready.

Get the account numbers for the new address
Before you move in, ask the landlord or the previous occupant for the electricity installation number and the water customer number. Online application screens will not proceed without them, because the system ties the contract to the meter rather than to the address. You can also read the installation number from the top of an old bill.
Identify the right retailer and water utility
For electricity, one authorised retailer serves your address: BEDAS and AYEDAS in Istanbul, Baskent Elektrik in Ankara, Gediz around Izmir. For water, the counterpart is the municipal utility: ISKI, ASKI, IZSU, BUSKI or ESKI. An application filed with the wrong institution is rejected.
Close the electricity account at the old address
On the retailer's website or mobile app, open "Subscription Transactions" and choose "Cancel Subscription" or "Vacate Request". Enter the final meter reading and upload a photo of it. If you skip this, the electricity the next occupant uses keeps being billed in your name.
Close the water account at the old address
On the water utility's site, fill in the "Cancellation / Vacate" form under "Customer Transactions"; some utilities also list this service on the e-Government Gateway. Report the meter reading so a final consumption bill can be issued. Cancellation will not complete while any bill is unpaid.
Open the electricity contract at the new address
On the retailer's "New Subscription" screen, enter the installation number, your ID details, the DASK policy number and your lease or title deed information. DASK is mandatory for homes, and no contract is created without a policy number. Once approved, the security deposit and subscription fee are charged.
Apply for water service at the new address
On the utility's "Water Subscription Application" screen, enter the customer number, your ID and address details, and upload the title deed or lease. Some utilities schedule an on-site check for meters opened for the first time; if a "Book Appointment" step appears, pick a suitable day.
Confirm the deposit refund and the new contracts
The security deposit from the old address is returned to the IBAN you provided once the final bill is settled; track it under "My Applications" or "Transaction Tracking". On the first bill for the new address, check that the name, address and meter number are correct.

Watch out
The most common mistake is moving out without closing the account at the old address. As long as the contract stays open in your name, the electricity and water used in that home is billed to you, and unpaid debt can lead to enforcement proceedings and block you from opening service at the new address.
